Fate of traffic calming on Lincoln-Harrison hangs in balance at open house tonight

This is what PBOT wants to install on both sides of SE Lincoln at 50th.

I’m sensing a disturbance in the Force. Various respected sources and a general feeling of uneasiness in my bones tells me that tonight’s open house for the City of Portland’s Lincoln-Harrison Neighborhood Greenway Enhancement project will be very consequential.

In other words, there’s auto traffic diversion on the table — specifically a duo of semi-diverters on Lincoln on both sides of 50th — and a lot of very loud and very angry people are opposed to them. Yes, there are lots of people who support the diverters at 50th, but from what I’ve heard the nos have it.

As we reported last month, the Mt Tabor Neighborhood Association voted 45-5 against the diverters at 50th. And that opposition has continued. Yesterday someone went door-to-door and passed out this flyer:

Neighbors will hear City plans to reduce driving on Lincoln-Harrison greenway tonight

The Portland Bureau of Transportation wants fewer people driving on the Southeast Lincoln-Harrison neighborhood greenway.

The Lincoln-Harrison greenway is a major east-west bikeway between Mt. Tabor and inner southeast. The problem is that it’s also a popular route to drive cars on. A 2015 traffic analysis by PBOT showed it was one of the worst-performing greenways in the system in terms of auto volume, with traffic well above national standards. PBOT aims for greenways to have only 1,000 average daily cars per day; but portions of Lincoln between 30th and 50th have 2,500 to over 3,500 cars per day.

On SE Clinton, PBOT finishes permanent diverter and readies new ‘bike-friendly’ speed bumps

About a year after taking temporary measures, the City of Portland has finished installing a permanent traffic diverter on SE Clinton at 32nd. With the diverter complete, the final piece of the puzzle in reclaiming Clinton as a bike-priority street (a.k.a. neighborhood greenway) will be to install five new speed bumps between SE 17th and 26th.

Here’s a look at the new diverter, followed by some new information about the speed bumps…

BikePortland subscriber Adam Herstein gave us an early look at the new design just before Christmas. Since then PBOT has added several finishing touches including bright yellow paint and more signs. I rolled out yesterday for a closer look.

Compared to what PBOT first installed last year, the new design is a massive improvement. The old design, with its large concrete drums and orange cones, not only looked bad it also didn’t work well. People in cars would routinely drive right through it (into oncoming traffic!) and people would park too close to the gap where bicycle riders were supposed to cut through.

There’s been a lot of coverage of the SE Ankeny bikeway improvements and the city posted their plans, but I rolled through there Friday and noticed it’s actually becoming a reality. The diverter is diagonal with two exceptions: the center section is in line with the bike path and one side of the diverter had to be placed differently to accommodate a manhole cover.

In defense of greenways, city bolsters traffic diversion in two north Portland locations

The City of Portland Bureau of Transportation seems to be slowly losing their aversion to diversion.

On my way into work today I rolled by two examples of new infrastructure that aims to prevent people from driving through a specific intersection. It’s all part of PBOT’s increased priority on “traffic diversion” in order to maintain a comfortable street environment in residential areas.

Checking in on the newly installed diverters on SE Clinton

Over the weekend the City of Portland began their project to discourage people from driving on Southeast Clinton street and restore it as a true “neighborhood greenway” where bicycling is comfortable, safe, and prioritized.

There is now a new lane configuration on SE 34th (a north-south bikeway that feeds into Clinton), a semi-diverter at SE 32nd, and a full median diverter in place (but not finished) at SE 17th. After seeing reports about the diverters over the weekend, I rolled out this morning to get a closer look.
