ODOT delays STIP funding vote due to intense public interest

What a long, strange STIP Trip it’s been.

Thanks to a big effort by community organizers, Oregonians will now have a few more days to do their homework and take part in the most highly scrutinized STIP funding process in recent memory.

The STIP, or Statewide Transportation Improvement Program, is the Oregon Department of Transportation’s capital project list and it accounts for $2.2 billion in funding over a three-year period. The 2024-2027 STIP has gotten a lot of attention in part because it’s the first one ever where ODOT has been obligated to assess its impact on climate change and greenhouse gas emissions. At this point in the process, ODOT needs to come up with a general funding “scenario” and get it adopted by the five-member Oregon Transportation Commission. This scenario will serve as a road-map for future project spending. Put another way, it will tell ODOT how much it has to spend on highway expansion projects and bike paths.

ODOT staff have about $600 million in discretionary funds (out of the $2.2 billion total) to put into different funding scenarios. [Read more…]

$2.2 billion funding vote delayed as ODOT pushes new funding plans at final hour

As if this process isn’t complex enough for the public, details of the four funding plans (aka “scenarios”) on the right weren’t made available until 12:00 noon Tuesday — an hour before they were scheduled to be voted on.

ODOT’s recommended STIP funding scenarios seek ‘Non-Highway’ compromise

The Oregon Transportation Commission (OTC) will make an important decision at their meeting on Tuesday (12/1). As we shared last week, the Oregon Department of Transportation is asking the OTC to approve how $2.2 billion in transportation funds should be allocated in the 2024-2027 timeframe. It’s the first step in the process to update the “STIP”, the Statewide Transportation Improvement Program.

In the weeks and months leading up to tomorrow’s meeting, ODOT staff presented the public with five funding “scenarios”. While most of the funds are already spoken four, about one-third or $600 million of the ($2.2 billion) total is at play in this allocation debate. While the lines between them often blur, the categories these funds can be placed i are “Fix-it” (maintenance), “Enhance” (new highway projects), “Safety” (focus on injury/fatality reduction), and “Non-highway” (bicycle, walking, and transit-focused projects).[Read more…]
