The Portland Bureau of Transportation has been busy in southwest Portland lately. We recently shared their plans for a new protected bike path on the Terwilliger “teardrop” and BikePortland reader Barbara Stedman has been keeping us in the loop on a host of other, bike-friendly changes going on in the area.

No holiday from road carnage and unsafe, illegal driving in Oregon

The Oregon State Police has posted the results from a focused enforcement mission over the Thanksgiving holiday. The numbers reflect a sad reality of how common unsafe and illegal driving is on our roads.

Check out these traffic collision, injury and citation stats from Wednesday (11/27) afternoon through Sunday night (just three and-a-half days!):

  • On Thursday, November 28, at approximately 1:00 a.m., a 25-year old woman died in a two-vehicle collision on Highway 20 south of Lebanon in Linn County. OSP is the lead investigating agency and alcohol is being investigated as a contributing factor.
  • On Sunday, December 1, at approximately 7:09 a.m., a 26-year old woman died in a two-vehicle collision on SE Orient Drive near SE Salquist Road in Gresham in Multnomah County. Gresham Police Department is the lead investigating agency.
  • OSP troopers responded to over 120 traffic crashes, of which 7 involved a DUII driver. Approximately a quarter of the reported crashes occurred on I-5 (29 non-injury crashes / 5 injury crashes).
  • OSP troopers reported 50 DUII arrests, slightly up from 47 DUII arrests reported last year. Twelve of the OSP DUII arrests occurred on I-5.
  • Over 1,100 citations and 1,400 warnings
  • Nearly 900 citations and 920 warnings for speed-related violations

Beyond the loss of lives, injuries, and other trauma these numbers represent, consider the massive amount of resources our state spends just dealing with this stuff.

Next time the topic of funding comes up, let’s remember these hidden costs.

Open house set for SE Foster Road project

It was approved by the stakeholder advisory committee last month, but the plans to put bike lanes on SE Foster Road still aren’t final. Now it’s time to take the proposal out into the community for another open house.

Here’s the event blurb from PBOT:

The 5th Open House will take place on Thursday, December 5, 2013, from 6:00 PM until 8:00 PM, at SE Works, 7916 SE Foster Road (TriMet bus line 14, bus line 72, or bus line 10). Staff will present recommendations derived with the Stakeholder Adsvisory Committee for the roadway cross section, crossing safety improvements, and streetscape elements.

Get Legal with Ray Thomas: Bicycling and Oregon’s passing laws

Welcome to part one of a three part series on Oregon’s passing laws.

Trying to decipher Oregon’s passing laws are a perfect example of how it’s often difficult to know when (and how) a particular vehicle law applies to someone riding a bicycle. Confusion about application of the rules of the road and vehicle laws sometimes results when frustrated motor vehicle operators turn to the statutes to try to put bicycle riders in their “proper” place on the roadway; but rights and responsibilities of bicycle riders on the roadway are somewhat of a legal hybrid in the Oregon statutes. Frustration of motor vehicle operators must not be allowed to diminish the bicycle operator’s legitimate right to share the traveled portion of the roadway — and even to occupy a full lane when necessary — to avoid surface hazards or other potential dangers. ​

General Position Summary

We are looking for the next leader of our programs team. With our programs, we aim to help under-served communities access the benefits of bicycling that they’ve identified: Health, access, financial savings, community building, and transportation options.

We use bicycles as a tool to educate and empower both children and adults. Among our programs are:
1. Bike Club: An after school program focused on confidence and empowerment,
2. Create a Commuter: A collaboration with comprehensive employment programs to offer bicycling as an option for commuting or closing transit gaps,
3. Community Collaborations: A program of grassroots community organizing using the bicycle as the catalyst, and

Role of the Program Director

The Program Director plays a central leadership role as a member of the senior management team. The scope of the position includes navigating the funding environment, supporting existing and future partnerships, writing winning proposals, and cultivating the next generation of programs at the Community Cycling Center. The Program Director will plan and strengthen community health and economic development program components to align with the strategic plan. Successful candidates will have experience in program funding, building and managing collaborations, be entrepreneurial and resourceful, be culturally competent, think creatively, and be a skilled leader committed to cultivating a strong team and organization.

Responsibilities:
• Translate mission and vision-aligned strategic concepts into long-range and tactical plans with clear outcomes and measures;
• Cultivate and maintain strategic partnerships and ensure positive and productive collaborations;
• Plan and develop fundable proposals that will ensure the sustainable delivery of our programs; work with a team of staff members to plan and write winning grants.
• Research and develop strategies for program replication and adaptation as methods of increasing scope and scale;
• Develop and coordinate formal and informal evaluations of programs;
• Represent the Community Cycling Center in relevant committees, discussions and forums;
• Recruit, hire, train, evaluate and manage skilled program staff to implement effective programs;
• Develop and strengthen program policies and procedures;
• Through clear and transparent communications maintain excellent relationships with internal and external partners;
• Actively participate in organizational development and oversight with other managers and directors.
• Support fundraising efforts by stewarding donor relationships when appropriate, attending events and assisting with strategic planning as needed.

Qualifications:
• Demonstrated experience conceptualizing programs and translating concepts to successful proposals and budgets;
• Master’s degree or equivalent experience in education, community health, or program development and evaluation;
• Working knowledge of best practices in experiential education including but not limited to developmental stages of learning, inquiry-based learning, student-centered teaching, collaborative learning, and culturally-appropriate teaching, and multiple intelligences;
• Working knowledge of evaluation methods and systems including but not limited to logic models, theories of change, quantitative and qualitative methods, and authentic assessment;
• At least three year’s experience successfully managing and mentoring staff;
• Exceptional communication. Ability to recognize opportunities, and communicate effectively inside and outside the organization, particularly across cultures;
• Personal commitment to and demonstrated success creating an inclusive and collaborative work environment;
• Experience working in low-income communities; understanding of barriers to healthy lifestyles in low-income communities and communities of color.
• Ability to ride a bicycle in order to observe programs and staff in action;
• Ability to lift up to 25 pounds of program materials and equipment to assist with events;
• Proficiency with Microsoft Office suite, including Word and Excel.

Fender zones: “It’s winter riding season,” writes Vancouver designer Jeff Werner. “Do you know your fender zones? Mere centimetres separate the douches from the saints.”

High-vis clothes don’t help: A “small but potentially lethal number of drivers will pass too close whatever you wear,” according to a study by a professor who once wore a wig to test whether people passed women on bikes differently than men. That’s just the start of the interesting findings in his team’s new study.
