New tax district near IKEA will add bike lanes

The Oregonian reports that last night City Council unanimously approved a new Local Improvement District tax that will be used to improve NE 92nd Ave.
From their story:
“Northeast 92nd Avenue could become the not-so-secret back route to IKEA, after the council approved a controversial new tax district to upgrade the street.
…The $3.2 million project will improve paving on 92nd between the Columbia Slough and Alderwood Road, add bike lanes and sidewalks and upgrade a bridge over the slough.”
Metro’s Bike There! Map currently lists this section of the road as a regional, multi-use path.
The Oregonian says a group of businesses in the area spent months opposing the plan, which will charge them a total of $2.4 million for the improvements.

This is great news.... but I wonder why 92nd was chosen, and not 82nd?

82nd as a street ends before the LID, it becomes a somewhat limited access highway from Columbia north. 92nd is better suited for cyclists and pedestrians.

Columbia Slough to Alderwood is only about 1/4 mile distance. 92nd is currently closed off just south of Alderwood, maybe they are going to open it up...still, these sound like bike lanes to nowhere to me...
