Salem Watch: Car-sharing bill passes House (and other updates)

House Bill 3149, which would make it easier for Oregonians to share their cars with others, passed the House today by a vote of 47-10. The bill would allow a car owner to rent out their car to friends or neighbors through a car-sharing service without fear of increased insurance rates or loss of policy.

The bill’s chief sponsors are Representative Ben Cannon (D-Portland) and Senator Jackie Dingfelder (D-Portland). In a prepared statement following today’s vote, Rep. Cannon said,

“Vehicles sit idle 92% of the time. Peer-to-peer car sharing is a free-market concept that allows car owners to recoup costs of car ownership, while those without cars are able to rent a vehicle in their own neighborhood.”

$4 million lighting project complete, ODOT re-opens I-205 path

The Oregon Department of Transportation and TriMet have completed their joint project to install new overhead lighting on the I-205 multi-use path. The project was paid for by a $4 million federal stimulus grant and the new lighting was installed from Lents to Gladstone in the southern portion of the 16.5 mile path.

Back in October, ODOT closed some portions of the path to finish up the work and they announced just last week that the entire path has now been re-opened (albeit with some construction crews still present on the trail tying up loose ends).

A ‘habitual’ traffic offender and driving as an ‘inalienable right’

With so many links and stories coming across my desk, sometimes they make for interesting juxtapositions. Take the two stories I woke up to today: a state legislator in Georgia who wants to abolish driver’s licenses and a suspect in a fatal hit and run in Portland Wednesday who was found to be a “habitual” traffic violation offender.

First up is Georgia state legislator Bobby Franklin. Franklin thinks driver’s licenses impinge on people’s freedom so he’s proposed a bill to stop the state from issuing them. Here’s what Franklin told CBS News during an interview (taken from Talking Points Memo):

“Free people have a common law and constitutional right to travel on the roads and highways that are provided by their government for that purpose,” Franklin’s legislation states. “Licensing of drivers cannot be required of free people, because taking on the restrictions of a license requires the surrender of an inalienable right.””
