Multnomah County is improving a major bike detour between downtown and the Sellwood Bridge, and wants to thank BikePortland readers for their help making it better.
Uber, a California-based startup on a crusade to make taxis and towncars better, is the latest company lining up to serve low-car Portlanders.
Uber’s basic product, which it calls Uber Black, lets users book a nearby towncar using a smartphone, then electronically pay the driver and privately leave him or her a rating, without opening their wallets. In exchange, it costs about 30 percent more than a taxi, though fare-splitting is allowed.
But with this company, there’s a catch: as Uber’s employees will be the first to tell you, the basic service their company provides is currently illegal in Portland, due to the city’s complicated body of codes that regulate for-hire transportation. Those laws require taxis to accept any ride, however unprofitable. In exchange for that requirement, the city limits the supply of taxis and protects them from competition by requiring limos and towncars to book all rides at least 60 minutes in advance.

Job Description
The Commute Programs Manager develops, oversees and implements Cascade’s commute programs in partnership with the Policy, Planning and Government Affairs team and other Cascade staff. The Commute Programs Manager is expected to further our goal of getting more people riding bikes, with specific focus on the Puget Sound region. The Manager will advocate for and mobilize allies to support bicycle-friendly policies and infrastructure related to commuting, with a particular focus on workplace support.
Responsibilities
Provide leadership and direction in the execution of CBC’s strategic plan as it relates to commute programs and oversee all commute programming activities
Implement and improve Cascade’s signature commute programs:
BizCycle, a best practices guide and LEED-style certification system for bike-friendly businesses
BizForum, a periodic gathering of business leaders supporting bicycling
Bike Month, Cascade’s largest annual event held each May (including the Bike Commute Challenge and Bike to Work Day)
Develop and maintain strong relationships with businesses to encourage employer-based programs that support bicycle commuting
Broaden and deepen Cascade’s relationships with business leaders and connect business leaders to Cascade’s education, advocacy and programming efforts
Serve as one of Cascade’s main points of contact for businesses, governmental agencies and community groups in regards to bicycle commuting
Serve as a media spokesperson about bike commuting and the business case for bicycling
Oversee commute programming with businesses, governmental agencies and others (e.g. conduct seminars, advise on curriculum, teach employees how to advocate within their business, etc.)
Oversee an Americorps intern and Bike Month Coordinator
Keep Cascade’s commute materials fresh and current, including web presence, programs and curricula; hone Cascade’s materials on the business case for bicycling
In coordination with the executive director, development director, business relations manager and others, develop and help implement a commute program funding plan to include but not be limited to grants, contracts and fee-for-service programs
Collaborate with business relations manager to develop business partners, sponsorships, corporate memberships and work/service contracts
Qualifications
Demonstrated skill and leadership in managing organizational operations, strategic planning and capacity building
Ability to develop strong relationships with a wide range of people including business leaders, policy makers, constituents and customers
Demonstrated knowledge of bicycle commuting practices, transportation issues and policies (e.g. commute trip reduction programming, employee transportation planning), active and sustainable transportation and related issues
Excellent organizational skills including ability to: (a) manage multiple projects; (b) work accurately under deadline; and (c) plan, coordinate, implement and assess the effectiveness of programs
Excellent written and oral communication skills
Excellent public speaking and presentation skills across multiple mediums (e.g. PR/media, classroom, one-on-one)
Familiarity and comfort with budgets and budgeting processes
Proven ability to supervise, mentor, motivate, appraise, and work with employees
Ability and interest in working in a collaborative team environment
Proficiency in online communications and social media tools

Some evening and weekend work and travel around the Puget Sound region required
Reports to and is supervised by the Director of Policy, Planning and Government Affairs

The residents of North Portland’s public, mixed-income housing development New Columbia now have one of the city’s handful of bike skills parks in their backyard.
Enhanced with paths, wood ramps, a berm and a bicycle teeter-totter, the park at the corner of North Wolsey and Trenton got an official opening ceremony Wednesday from its creators at the Community Cycling Center, the nonprofit Northeast Portland bike shop with a mission to make bicycles “a tool for empowerment and a vehicle for change.”
Thousands of Portlanders will get a chance to check out the result two weeks from now: It’s right on the route for North Portland Sunday Parkways on July 28. The $15,500 park, funded by a mix of private and public sources, is now open to the public during daylight hours.

In light of a spate of serious injury and fatal roadway collisions, Mayor Charlie Hales held a top-level meeting in his City Hall office yesterday.
Billed as, “An urgent/time sensitive meeting request to discuss recent incidents and fatalities involving vehicles, pedestrians and cyclists,” the meeting featured a full table of city staffers, road safety advocates and other stakeholders. According to Hales’ Policy Director Josh Alpert, representatives from the Bicycle Transportation Alliance, Oregon Walks, Oregon Trucking Associations, and the NW Skate Coalition were in attendance. Transportation Commissioner Steve Novick joined Mayor Hales as did several staffers from the Bureau of Transportation. (I was invited but I’m not in Portland this week and was unable to attend.)
