The question remains: If bikes are such a clear possibility now, why weren’t they at the outset of the planning process?
The Parks bureau has framed this as a walking trail from the get-go, but they haven’t shared why.
Use it as evidence in debates over just how bad – or not – the paths are.
The trail has been overrun with trash and cars in the past, and many folks have stopped riding it.
