Oberstar releases full transportation bill: New federal office would study cyclists’ rights

U.S. Rep. Jim Oberstar, Chairman of the House Transportation and Infrastructure Committee has released the full text of the federal transportation bill. Calling it the “Surface Transportation Authorization Act of 2009,” the 775-page document lays out every facet of how the United States manages its transportation system.

Last week we speculated what the bill might include and now we’ve got the real deal. I’ve been combing through it and looking for bike-related bits. So far, the most interesting section is the full description of the new Office of Livability.

If established as drafted in this bill, this new Office could be a very exciting step for biking in America.

The 20-page description of the Office of Livability begins by laying out the case against the status quo:

“Since the creation of the Interstate System, American surface transportation has been defined by the use of personal motor vehicles. The focus on automobiles has afforded Americans increased mobility and interconnectivity; yet has also lead to increased congestion, higher greenhouse gas emissions, and a reduced focus onother modes of surface transportation.”

Portland leads the way, smart growth pays, road rage crackdowns, PR problems and solutions, Critical Mass for cars, Thomas Edison and fixies, the demise of the rest stop, trikes in Scappoose.

– Portland is held up on the Huffington Post as a national example for our climate initiatives — particularly our bicycle-friendliness.

– Portland’s city council has approved $30 million dollars for a new MAX light rail line to Milwaukie, including a new bridge over the Willamette, scheduled to open in 2015.

– Smart Growth pays — literally — says a new report. What’s more, the report finds that building and planning for density and transit isn’t just an economic boon, it particularly helps combat poverty.

Sunday Parkways success: Thousands enjoy gift of carfree streets

Sunday Parkways made a triumphant return to North Portland yesterday when thousands turned out to take advantage of 7.5 miles of carfree streets.

Amid bright, warm sunshine and periodic rain showers, they came out on roller skates, on foot, and by every type of bicycle imaginable. At three major parks — Kenton, Arbor Lodge, and Peninsula — live music blared, people of all ages twirled hula hoops, and local restaurants turned sidestreets into food courts. It was a day to meet your neighbors, to learn about local organizations and projects, to explore new places, and most importantly to have fun and get inspired.

A quick guide to Sunday Parkways

I know Sunday Parkways in North Portland starts in a matter of hours, but if you’re just waking up on Sunday morning, here are a few things to remember.

Get out and stretch your legs
The parks (Kenton, Arbor Lodge, and Peninsula) are where most of the action is, but do yourself a favor and go for a stroll or a roll around the entire, 7.5-mile loop route. It’s on the residential streets where you’ll see the amazing community spirit that makes Sunday Parkways so dang special.

Bring your appetite
Don’t pack snacks! There are over 20 local food vendors featuring some of the best grub in the City. So bring some cash and support local businesses while you fuel up for all the activities.

Tuesday evening, June 16th
Around 10 riders met at the Whole Foods at 28th and E. Burnside for the Take the Lane Ride.

We got take the lane stickers, copies of the law and affixed signs to our backs stating ‘Bicycle Allowed Use of Full Lane.’ After a discussion of the ride structure and route we set out in pairs every
2 to 3 minutes.
