U.S. Congressman Earl Blumenauer (D-OR) is looking to introduce a new bill to Congress next week that would create a $2 billion grant program that would hasten investment in biking, walking, and other “active transportation options”.

Blumenauer’s office sent out a one pager and a PDF of the bill today, saying that the proposed legislation has already been vetted with national organizations and leaders, but that they are currently in negotiations to secure a Republican co-sponsor. The bill would look to increase mode share for biking and walking through “concentrated funding for active transportation networks”. “It is time for the federal government to support communities’ infrastructure investment,” the statement says.

Opposition fills CRC meeting: Project decision delayed

Packed with (mostly) opposition.

Opposition to the Columbia River Crossing (CRC) took center stage at this morning’s meeting of the Project Sponsor’s Council (PSC). From a protest outside the meeting, to over one hour of public testimony — the project’s key players heard that the project remains disliked by many people.

Opposition to the project, along with strengthening criticisms from Portland Mayor Sam Adams and Metro President David Bragdon were enough today to delay a vote on a package of “refinements” to the project made by CRC staff. Backers of the project hoped that the PSC would vote in support of that package (which trimmed $650 million off the project cost), moving the project forward toward construction as early as 2012.

issues very different from Portland’s.

This past year has involved many transitions at the Bicycle Transportation Alliance. Staffing has been particularly affected — over the course of 2009, nine full time staff left and six new staff were hired (some at less than full time).

These transitions culminated with the November hire of Susan Peithman to the newly created position of Statewide Advocate. The position was created around, and is partially funded by, a 2-year, $82,000 grant from the Northwest Health Foundation.

Last night about 40-50 Portlanders (and at least one Vancouverite!) packed into a room at the back of Floyd’s Coffee Shop in Old Town for a mini town hall discussion on the state of bike activism in Portland.

We had pitched it as an informal Social Hour, and I wasn’t sure what form the event would take. As people trickled in and I took stock of the vibe in the room, I decided to turn it into a moderated (by me) discussion of the issues surrounding how Portland can most quickly make a major leap in bike-friendliness.
