The Railvolution conference kicked off this morning in Portland. About 1,000 transportation professionals, politicians, and other bigwigs are expected to take part in a dizzying array of workshops, networking sessions, and panel discussions. The event is designed to tease out the latest and greatest thinking on the who, what, why and how of transit planning

REEL.LIVE.CITIES. is an evening of films, entertainment, food and drink that is open to the public and organized by the New Rail~Volutionaries, a group of new Rail~Volution conference attendees from the Portland area. More than 300 tickets have already been purchased and organizers are expecting a sellout event.The evening will consist of an opening reception, short films with speakers highlighting issues and successes related to multimodal transportation, and an after-party. Admission is $10 at the door and food and beverages are available for purchase.
The Rail~Volution conference will be in Portland from October 18 to 21 and is expected to draw more than one-thousand attendees. The conference began in Portland as a summit in 1991 and is returning to its hometown for the first time. Rail~Volution 2010 will showcase why the Portland area has become a national model for land use and transportation planning, regional partnerships, transit-oriented development, bike infrastructure and walkable neighborhoods.

It’s official: 20 mph speed limit on City of Portland’s legislative agenda
The City of Portland has released their draft 2011 Legislative Agenda. As we hinted might happen back in July, that agenda includes an initiative to reduce neighborhood speed limits to a maximum of 20 mph on certain streets.
Mayor Adams has made it clear for a long time that he wants the Bureau of Transportation to have more authority to set local speed limits (currently all speed limits are set by ODOT, but can changed by request). However, instead of looking to make a wholesale transfer of authority, it looks as though PBOT will try to create a blanket law that would set a 20 mph maximum speed limit on all streets designated as “neighborhood greenways” (which is how I suspected they’d go about it; read end of this post published last month).

Local activist gets bike trains onto prime time TV
Remember local citizen activist Kiel Johnson? Back in August he organized a conference to educate parents and school administrators about the concept of bike trains (where folks meet up in the neighborhood and ride into school together).
About three weeks later Kiel created a website and had six schools signed up for bike trains. His efforts got noticed by a Portland-based producer who works with NBC’s new “School Pride” television show. Kiel was flown to Los Angeles to be interviewed for the show and the segment aired on Friday. Check it out below…

– In response to constituents’ complaints, a Manhattan official has conducted an unscientific study of the city’s bike lanes, and found that they are being equally disrespected by all mode users.
– During a period of heavy construction leading up to the UK Olympics, a plumber has successfully avoided traffic delays by getting to his gigs via xtracycle.
– With the embargo gone, San Francisco continues to install new bike infrastructure. The city’s been embedding permanent bicycle counters into the pavement under some of its new bike lanes.
