Ask BikePortland: What should I do when I see people using phones while driving?

Funny how things work out some times: A reader emailed me a few hours ago wondering what she should do when she sees people using phones while driving. Then a few minutes ago I read a news story about the exact same situation.

The situation is this: When bicycling, it’s very easy to see inside people’s cars as you ride by. That means people who ride bikes witness an awful lot of people using phones while driving. For anyone that knows the carnage distracted driving accounts for on our streets, this is a disturbing phenomenon. Using a cell phone while driving is both highly dangerous to yourself and those around you, and it also shows blatant disregard of Oregon traffic law. (As an aside, this ease of seeing drivers on cell phones while biking is why I’ve advocated for the police to use bike patrol officers to do cell phone law enforcement stings. So far, they haven’t taken me up on the idea).

City will begin adding new bike lanes to SE Division this Monday

The Portland Bureau of Transportation (PBOT) is set to begin work on a significant project that will add more vehicle access and capacity on SE Division. The project will re-configure the existing four-lane stretch of road between SE 60th and 80th into a five-lane cross section.

Instead of four standard vehicle lanes, the updated design of Division will include three standard vehicle lanes (one for each direction and a center turn lane) and two bicycle-only lanes. The changes came after PBOT identified Division as one of their “High Crash Corridors” and neighborhood residents said addressing bicycle safety concerns was one of their top priorities. In addition to the new, six-foot wide bike lanes, PBOT will also install a crossing improvement at SE 68th Ave.

Kyle Gunsul, who lives just off Division at 69th in the South Tabor neighborhood, is thrilled with the street’s new design. He says it will make Division much easier to cross and give him and other residents a safer way to access Mt. Tabor Park. “People fly down this stretch of the road,” he shared with us via email, “So trying to find a simultaneous opening across four lanes of road where cars are often truckin’ in the 40’s sucks… this created a Frogger [reference to a popular 1980s video game] situation in trying to get to the park or just attempting to head north.”

Man arrested for leaving scene after hitting 9-year-old with pickup

A man who allowed his pickup truck to collide with a nine-year-old girl who was riding her bike in North Portland last Saturday (7/27) has been arrested by the Portland Police Bureau for felony hit-and-run. The collision occurred at 4:24 pm at the intersection of North Bryant and Borthwick in the Piedmont neighborhood.

28-year-old Jerod Brasky was arrested at his home just 12 blocks away from the collision on Sunday after a witness turned his license plate number into authorities.

According to the PPB, the girl (who KPTV has identified as Jayauna Nelson) was riding her bike in the street when Brasky hit her with his 1999 Dodge pickup. “A witness saw Brasky pulling the girls bike out from under the truck then drive away,” a PPB spokesman told BikePortland. She received many scrapes, bruises and road rash, but the PPB says she had no “serious injuries.” Nelson was taken to the hospital but has since been released.
