Blumenauer, Democrats launch ‘Livable Communities Task Force’

Congressman Earl Blumenauer (D-OR) and the House Democratic Caucus have announced the formation of the Livable Communities Task Force (LCTF). Blumenauer has been named Chairman of the Task Force, which has a mission to,

“…identify the ways in which the federal government affects community livability as well as the means by which the federal government can be a better partner in enhancing quality of life.”

Among the ways Blumenauer plans to tackle this mission is to reduce the nation’s dependence on oil, protect the environment, improve public health, and invest in housing and transportation projects that “create jobs and give people more commuting choices.”

City Traffic Engineer wins award from national bike/ped group

The Association of Pedestrian and Bicycle Professionals (APBP) has selected City of Portland Traffic Engineer Rob Burchfield as Public Sector Professional of the Year at its annual awards meeting in New York City last week.

According to a statement from the APBP, Burchfield was honored, “for his contribution to the field demonstrated by methodical testing and implementation of innovative bicycle facility designs in the City of Portland.”

Burchfield was specifically recognized due to his work on bike boxes, the new bikeways through the Rose Quarter Transit Center (which seem to be working quite well), and his leadership in “developing visionary pilot project plans” to install Portland’s first cycle track and buffered bike lanes.

Follow-up: Bike parking code increase still under consideration

On Wednesday, I published an article that incorrectly stated that the Portland Planning Commission had voted to approve a zoning code change that would make a major increase to the minimum number of bike parking spaces required in multi-family dwellings (condominiums and apartments).

In fact, the Commission did not pass the bike parking code change (which is a part of a larger package of code changes) and instead has decided to take up the issue again on October 27th.

The City of Portland is proposing an increase to the minimum requirement of bike spaces from the current 1 space per 4 units to 1.5 spaces for each unit. Several people, including Michelle Poyourow of the Bicycle Transportation Alliance (BTA) and Portland developer John Carroll, testified in support of the increase at Wednesday’s hearing.

Passage of agreement marks new era for police, bike relations

Today, the Portland City Council unanimously approved the Transportation Community Policing Agreement.

At yesterday’s Council meeting, the four City Commissioners (Mayor Adams is away) heard testimony from traffic safety advocates and representatives from the Police Bureau and the Bureau of Transportation (PBOT). There was also a screening of the bicycle traffic enforcement training video released last week.

Before the meeting, I sat down with Susie Kubota outside Council Chambers. Kubota is the aunt of Tracey Sparling, 19-year former art student who died on October 11, 2007 after being right-hooked by a garbage truck in downtown Portland. Sparling’s death, and the death of Brett Jarolimek 11 days later and a serious injury collision at the same location just two weeks after that, were the catalysts for this agreement.
