The secret to success of cycling in the Netherlands is their practical approach. Somehow, while the United States suffers from a car-centric transportation and road design culture, the Dutch have managed to find a much more humane and effective balance. During the first day of our study tour in Utrecht today we learned the basic building blocks of the Dutch approach to transportation policy and we got a first-hand look at how that translates onto the street.

Commissioner Steve Novick gets PBOT bureau assignment

Mayor Charlie Hales has just announced the city bureau assignments and he’s given the Bureau of Transportation to Commissioner Steve Novick. Another bureau shake-up that impacts bicycling is Portland Parks & Recreation now being in the office of Commissioner Amanda Fritz instead of Nick Fish.

Hales took all the bureaus under his authority when he came into office in order to more effectively tackle a major city budget shortfall.

The assignment of PBOT to Novick is good news. I do not have a lot of experience working with Novick (he’s a City Council rookie); but I’ve been hearing from various sources for months that he’s very solid on transportation issues, that he gets the big picture, is very supportive of bicycling and walking, and won’t be afraid to try new things. Novick, who graduated from Harvard Law School at age 21, is also known as someone with a sharp policy mind.

Like I mentioned in my last post, I had a few “free” days in Amsterdam after my time in Copenhagen and before the official study tour began today (more on that later). Since I’ll be back in Amsterdam to do all the wonky stuff later this week, I spent those free days doing what I like best: wandering around and observing people on bikes. I think you learn a lot about a city’s bike culture simply by watching how its residents use their bicycles.

What I saw in Amsterdam was the most sociable (and stylish) cycling imaginable. It was really astounding to see how the bicycle is such a key element in the social fabric.

— Everybody’s talking about this amazing video of a Wall Street Journal editorial board member telling us what she really feels about bikesharing in New York City. Definitely worth waiting through a 15-second Honda or Chevron ad to see some of this hard-hitting journalism:

— A new report about people of color who ride bikes shows that over the last decade, bicycle use grew five times faster among African-Americans than among white Americans. (Followers of Seattle’s Sightline Institute have known this for a while.) As Streetsblog DC shows, people of all backgrounds want to ride if they only have the chance.
