This is an in-person meeting hosted at the New Song Church Community Center, located at 220 NE Russell St, Portland, OR.

Anyone can observe the meeting and share comments via email, phone or online:

  • Email comments on specific agenda items to i5rosequarter@odot.oregon.gov with “HAAB Public Comment” in the subject line.
  • Submit comments via phone at the project’s hotline: 503-470-3127.
  • The facilitator will also provide an opportunity for members of the public to provide comments during the meeting for up to two minutes at the beginning of the meeting. If many people sign up, we may need to shorten the time for each speaker. To sign up, either:
    • Email i5rosequarter@odot.oregon.gov at least 24 hours in advance with your name and a note that you’d like to speak.
    • Sign up in person by arriving before 5:00 p.m., signing in and filling out a comment card.

A Tour of Community-Led and Climate Investments

Join us for a walk & bus tour highlighting community-led climate projects funded by the Portland Clean Energy Community Benefits Fund

This in-person tour showcases how local organizations and public agencies are working together to deliver climate resilience, workforce development, clean energy, and infrastructure improvements along 82nd Avenue. You’ll learn how these investments are rooted in equity and community vision.

Transportation: Walking & TriMet Bus Line 72 (bus passes will be provided)

Whether you’re a community member, partner, or advocate, this tour offers a unique opportunity to see how public investments are transforming 82nd Avenue for a more climate-friendly, equitable future.

Tour Highlights

  • Asian Pacific American Network of Oregon (APANO): Let’s kick off at APANO to showcase their role in advancing climate justice through PCEF, including a community solar project, installing energy efficient cooling/heating units from the Cooling Portland program, and highlighting energy-efficient affordable housing projects like The Jade, Canton Grill, and Legin Commons.
  • Portland Community College (PCC) Join staff from PCC to discuss a PCEF grant–funded project to expand access to trades education, create new certifications in Building Energy Management and EV Maintenance, in partnership with the City of Portland. We will also meet with staff from TriMet to learn more about a $55.5M PCEF investment to transform the 82nd Ave bus line with zero-emission infrastructure, safety improvements, and a workforce development program for corridor residents.
  • African Youth & Community Organization (AYCO): Explore how clean energy investments are transforming small commercial buildings with solar, battery storage, and cooling infrastructure.
  • Street Trees & Sidewalks – 82nd & Mill: Learn how the Portland Bureau of Transportation and PCEF investments in sidewalk safety and tree canopy are improving health and livability along the corridor.
  • Vestal Elementary School: Discover how students and families are shaping greener campuses and safer school commutes through community organizations: Depave and Oregon Walks.
  • Oregon Bird Alliance & Community Solar Collaboration: Visit a future green infrastructure and solar energy hub on a former brownfield, where equity and environmental restoration meet.
  • McDaniel High School & Word is Bond: Hear directly from youth leaders about their experience navigating the intersecting neighborhoods and their vision for the corridor.

District 3 Walk With City Councilors

Nonprofit Oregon Walks is hosting this walk, which will feature three D3 councilors. Come and meet councilors Koyama Lane, Morillo, and Novick.

We’ve decided to have our September meeting outside to fully enjoy these last few beautiful weeks of sunny weather. We’ll be meeting next Tuesday at Grant park and riding down the freshly repaved and reconfigured NE Broadway. Light snacks and refreshments will be provided. Please bring a camp chair or blanket to sit on.

Annual Joint Bike Town Hall

Join Sen Khanh Pham (SD 23), Rep Willy Chotzen (HD 46) and Rep Thuy Tran (HD 45) for our Annual Bike Town Hall! 

This year’s Annual Joint Bike Town Hall coming up on Saturday, September 20th will feature a fun, social group bike ride through SE Portland (HD 46). Stops and speakers along the route will highlight community priorities at sites throughout our neighborhoods. More details and exact timing to come!

Portland Freight Advisory Committee Meeting (PBOT)

The Portland Bureau of Transportation (PBOT) Freight Advisory Committee, formed February 2003, serves as an advisory group to the Portland Bureau of Transportation and City Council on issues related to freight mobility. Includes community member volunteers and public agency representatives at the local, state, and federal level.

Meets on the first Thursday of each month from 8:30 to 10:30. Hybrid meetings are held at Portland Building and online via Zoom.

Lower SE Rising Area Plan Project Walk and Discussion

The Portland Bureau of Transportation (PBOT) is implementing recommended projects from the Lower Southeast Rising Area Plan and would like community input. On August 27, PBOT staff are hosting a walk that will includes stops along 52nd Ave and 46th Ave.

SE 52nd Ave (Duke to Flavel) is a funded near-term project. Improvements to 52nd Ave include crossing enhancements, sidewalk infill, and wider bike lanes. PBOT staff will discuss potential design options and trade-offs and want to hear community concerns and recommendations.

SE 46th Ave (Woodstock to Glenwood) is another priority project from the Lower Southeast Rising Area Plan . PBOT staff are seeking funding for this project. PBOT’s Safe Routes to School team is working on a sidewalk project along the north side of Lewis Elementary on Glenwood and PBOT staff would like to learn more from community members about their concerns and ideas for this area. 

PBOT also has funding to implement other Lower Southeast Rising priority projects, including neighborhood greenways on SE 46th, SE 60th, SE Tolman, and SE Steele/Mitchell. PBOT staff will be available to discuss these upcoming projects and answer questions. 

Starting and ending location: Sidewalk in front of Starlight Knitting Society (7028 SE 52nd Ave, Portland, OR 97206). The walk will begin with introductory remarks at 5:30pm, and we will begin walking around 5:40pm. 

Distance: Approximately 1 mile of walking

Update on weather: Temperatures are expected to be around 90 degrees at the start of the walk. PBOT staff will bring cold water for all participants.

State Transportation Funding Bill Public Hearing

The future of Oregon’s transportation system all comes down to a few days in Salem during a special session and this public hearing will kick it all off. The hearing will be based on the current version of the bill that lawmakers will debate when the special session begins August 29th. The bill is known as LC 2 (for “legislative concept” because it doesn’t have an official bill number yet).
