Get Legal with Ray Thomas: Oregon’s ‘Safe Passing’ law explained

Buffered Bike Lane with a bike symbol and arrow pointing forward

This is the final installment of our three-part series on Oregon’s passing laws written by our legal correspondent Ray Thomas. Read previous parts here and here.

The 2007 Oregon Legislature added an innovative law to the nation’s passing laws when Senator Floyd Prozanski (D-Eugene) reformed Oregon’s bicycle passing laws with a new collection of legal concepts. The new passing law was intended to remedy several factors believed responsible for the tragic death of triathlete Jane Higdon on Territorial Road in Eugene when she and a group of riders were passed by a truck hauling logs.

Here’s the text of the law:

City contest offers rewards for sharing winter rides

PBOT recently joined a special Breakfast on the
Bridge event to promote winter biking.

Though those scurvy (and yeah, OK, pretty badass) vikings in Minneapolis might not understand the concept of biking in the winter actually being fun, a new city promotion is looking to spread the word to more Portlanders.

“The fresh air, the lack of congestion along Waterfront Park, the ability to consume eggnog without weight gain,” city transportation promoter Timo Forsberg explained in an email last week. “We want to encourage them to try it out.”

So the city is asking Portland bikers to use the hashtag #Resolve2Ride on Facebook, Twitter and Instagram to share their decision to pedal through the January weather. The city’s Active Transportation Division will then use the list of folks who do to pull four winners of a “Winter Cruise send-off package” or a $25 bike shop gift card.

‘Bikeasaurus’ retail store closing at end of January

Bikeasaurus, a retail store devoted to bike-inspired art and products, will soon be extinct. Owner Becky Morton announced to her customers last week that it was a “difficult decision” but “it’s best to close up shop, as sales aren’t what they should be.”

Bikeasaurus opened in September 2010 at a location near the Hawthorne Bridge viaduct on SE Martin Luther King Jr. Blvd. Morton moved to her current location at 1725 SE Hawthorne in June 2012. Morton and her memorable stegosaurus logo were also regular vendors at the annual BikeCraft holiday gift bazaar.

Transportation activist Joe Rowe looks to unseat Kotek from Oregon House

Rowe create and distributed these “Politician
report cards” at an anti-CRC rally in April 2009.
(Photos by J. Maus/BikePortland)

North Portland resident Joe Rowe has announced his candidacy for Oregon House District 44. Rowe, a teacher and active transportation activist who comments frequently here on BikePortland, will attempt to unseat Democrat and House Leader Tina Kotek.

Rowe is an outspoken critic of the Columbia River Crossing (CRC) and he plans to use Kotek’s record of support for the controversial project against her. Kotek was the lead legislative proponent of the CRC when it flew through the legislature last year.

“She’s lost a huge opportunity by going against many of her constituents,” wrote Rowe in a statement about his candidacy. Rowe also accuses Kotek of being too cozy with corporations, not doing enough to stop coal exports, and not supporting the “Health Care for All” bill when it came up last session.

The Monday Roundup: Mayoral challenge, ‘Breaking Away’ & more

Minneapolis’ Betsy Hodges throws the gauntlet.
(Photo: Stubble Magazine)

Here’s the bike news from around the world that caught our eyes this week:

Minnesota challenge: In her first official proclamation in office, Minneapolis Mayor Betsy Hodges declared that her city’s “winter bicyclists” are “just plain tougher and much better looking the bicyclists from all those wimpier cities.” (Is Charlie Hales going to take this lying down?)

Strong mayor: Cyclelicious’ Richard Masoner says the newly former mayor of Santa Cruz, meanwhile, calls her rig the Mayormobile.

Streaming movie: Road-bike classic Breaking Away has joined the Netflix streaming library.
