Meeting Captain Chris Uehara

On Friday I met Captain Chris Uehara of the Portland Police Bureau’s Youth Services Division. I won’t even attempt to recap why this meeting occurred; but suffice it to say, we didn’t come together for the best of reasons. That being said, we’re both glad that our paths have finally crossed.

Over the past week, I have been trying to understand why and how I made the mistake of publishing that story. Part of figuring that out has been to ask people that were either involved in the story (like Uehara) or who criticized me for it, how it made them feel. Capt. Uehara shared that he was a bit taken aback by the story because he felt the racial overtones surrounding it. We talked about that, and a lot more, during our conversation on Friday.

Slapping of car leads to road rage incident in North Portland

Vancouver resident Don Joling claims he got an unwanted surprise after he slapped the body of a car on North Interstate Avenue this morning. The person in the car became enraged and, according to Joling, it almost led to a shooting.

Here’s what Joling just posted to the Oregon Bicycle Racing Association email list:

“I almost got shot on the way home. Literally. I was rolling down Interstate between New Seasons and Fred Meyer and some car came over almost putting me in the sidewalk, so I slapped the rear quarter panel just hard enough to get his attention.

So at the next stop light, at Fred Meyer, I’m que’d [sic] up with a couple other cyclists, and he comes up on my right, and goes ballistic. Tells me that he’s got a gun and is going to shoot me in the leg. I stay super calm, not reacting at all. I tell him I was just letting him know he almost hit me. I can see in his car and the glove box is open with his hand in it. He settles down a little telling me he rides too, but I’m lucky I didn’t dent his car (he had gotten out to look apparently). A couple more standard issue cuss words (ya I’d say them, but trying to keep this family friendly) from him and we went our separate ways.”

Portland Parks is moving forward with trail planning

It’s a great sign of progress when there’s enough mountain biking news for a roundup. In Portland and in hills in almost every direction there are plans afoot to improve and expand off-road riding opportunities.

We are very fortunate around here to have some excellent and hard-working mountain bike advocacy groups. Those groups and their volunteers have been busy building trails and relationships with land managers that make it possible for all of us to have a great ride.

ODOT begins ‘Bicycle and Pedestrian Mode Plan’ update effort

The Oregon Department of Transportation (ODOT) announced today that they’ve officially launched an effort to develop a new Oregon Bicycle and Pedestrian Mode Plan. The plan will be an update to the state’s “policy framework for bicycle and pedestrian modes” which was last updated in 1995.

While the plan’s design guide was updated in 2011, the policy portion of the plan is outdated. The current Bicycle and Pedestrian Plan is also only a staff-level document; meaning it doesn’t have the power and influence of officially adopted plans like the Highway Plan or the Freight Plan. That is going to change with this update, says ODOT’s Pedestrian and Bicycle Program Manager Sheila Lyons. Once completed, the new plan will be adopted by the Oregon Transportation Commission and will be “equal in stature” to the highway and freight plans.
