Women are widely regarded in bike wonk circles as an indicator species of a city’s level of bike-friendliness. If women are riding, the thinking goes, then biking conditions must be good.

But why is this? What specific factors motivate women to ride? The Association of Pedestrian and Bicycle Professionals has launched an online survey to find out.

The APBP says it help them in “figuring out what factors need to be addressed to encourage women to cycle more places more often.” The survey takes about 15 minutes to complete and it’ll be open until May 15, 2010.

Springwater repaving starts next month: Closures, detours to follow

The $1.8 million, federal stimulus-funded repaving of the Springwater Corridor Trail is set to begin next month. Portland Parks & Recreation, who manages the trail, issued a statement about the project yesterday and shared details of the imminent closures and detours that will come with it.

The project will lay a 2-inch overlay of porous asphalt over eight miles of the existing trail and it will include new pavement markings, bollards, and signage.

According to Parks, the work will require periodic closures of the trail between SE 28th Avenue, just east of the Three Bridges section, to SE 174th and Jenn e Road near the border with the City of Gresham. In their statement, Parks says, “No continuous segment of the trail longer than two miles will be closed at any time, but several small segments could be closed simultaneously” and, “… the locations of closings may change from week to week during the project.”

Bike riding doctor Mel Kohn to lead Oregon Health Authority

Dr. Mel Kohn has been named the new head of the Oregon Public Health Division, which is set to become part of the new Oregon Health Authority. Kohn had been serving as the acting public health director and state health officer since September 2008.

Kohn also happens to be a regular bike rider who has shown engagement and interest in encouraging the use of bicycles — especially through the Safe Routes to School program — for years.

Budget office: Cut horse cops, but don’t transfer them to bike patrol

Back in January, we reported that in order to save $585,000, the Portland Police bureau was considering a transfer of their horse-mounted units to bike patrol. The idea is to shut down the Mounted Patrol Unit (MPU) and redeploy four formerly horse-mounted officers to work bike patrol in Central Precinct (downtown).

Last week, the City of Portland’s Financial Planning Division (FPD) released analysis of that proposal and recommended the elimination of the Mounted Patrol Unit, but they do not recommend the transfer of those officers to bike patrol.
