The Bicycle Transportation Alliance announced Tuesday that Southeast Foster Road is among its top priorities to become one of the city’s best bikeways. But at an open house Tuesday night about rethinking the street, there was only one type of bike infrastructure on the menu.
The list released by ODOT today for public feedback is a 150% list — meaning they will further narrow down the list based on your comments.
For context, this is the first time ODOT has ever doled out these funds in this manner. Prior to last summer (when ODOT announced the changes), the STIP program had 22 different individual programs. All these dedicated funding pots have been simplified down to just these two. [Read more…]
Over the long weekend I was summoned by the sun (and the need to break in a new bike) to do an exploratory ride. I hadn’t rambled down the Springwater beyond Sellwood for ages so I thought I’d go do “the loop” (north Portland to Springwater via the Esplanade then back north via I-205 path). As I rolled north on the path, one of the overcrossings (thanks TriMet!) allowed me to gaze down on SE Foster Road. Foster has been on my mind lately as a redesign that could include bikeways has recently floated up during the ongoing streetscape planning process. Without any set route in my mind, I decided to ride up Foster and get a first-hand feel for the street.
Eek. After being out there myself, I have a much better sense of what we’re up against. It wasn’t the first time I’d been on Foster; but it’s the first time I spent time to soak in the atmosphere and think about what could be.[Read more…]
Citizen activist, transportation planner, and southeast Portland resident Nick Falbo has upped the ante in the grassroots effort to add a high-quality bikeway to SE Foster Road.
As we reported last month, the City of Portland and residents are currently working on an update to the Foster Road Streetscape Plan and a new bikeway on the street has figured largely into initial discussions. Those involved with the project are vying to influence exactly how the cross-section of SE Foster between SE 52nd and 90th ends up. With grant applications in the pipeline and some funding already in hand, the stakes are high. How the lines in the plan divide up Foster — and specifically, how much roadway space is devoted to bicycles — remains an open question.[Read more…]
After years of residents clamoring for safety improvements, options for how the City of Portland will ultimately redesign SE Foster Road from SE 52nd to 90th are now on the table. Among them are exciting changes that could finally add room for bicycles to travel on this key southeast Portland corridor.
This project is part of an effort to update the 2003 Foster Streetscape Plan. Sometime next year, following a public planning process that began back in September, City Council will adopt a new street plan and will begin to implement $3.25 million already set aside for improvements (thanks to federal and PDC grants). Whether or not those investments lead to high-quality bicycle access the entire length of the project depends largely upon who speaks up and the stakeholder advisory committee will be left to hash it all out. The Portland Bureau of Transportation (PBOT) has been doing “crosswalk enforcement actions” for several years. The events, which place a human decoy in a crosswalk with a phalanx of cops waiting to pull people over nearby, have helped raise awareness for crosswalk laws and traffic safety in general. In the past six years, the actions have netted nearly 1,000 citations.
Today I noticed that PBOT had a crosswalk enforcement action scheduled for tonight on SE Powell at 54th — a location less than a mile from SE Foster. In an email from PBOT traffic safety staff about the actions, I read this:
“The crosswalk enforcement action scheduled for Thursday, February 2nd… has been postponed until a later date to be respectful to the residents of Foster Powell and Mt. Scott Arleta that will be having a candlelight vigil for Jason Lee Grant on Thursday at 5:30 PM on SE Foster near SE 71st Avenue. Mr. Grant was crossing SE Foster near SE 71st on Saturday evening when he was struck and killed by a hit and run driver.”
These arterial streets are so frustrating and so sad. Despite efforts to hang banners over them, install blinking lights at crosswalks, do enforcements actions, and hold vigils to remember their victims — these streets continue to win in the end.
Surely there’s got to be more we can do to tame these streets? What we’re doing now is great; but sometimes it seems like it’s just not enough.

Last night, 33-year old former NFL and University of Oregon quarterback Joey Harrington was hit and injured while riding his bike on SE Foster Road.
Portland Police say Harrington was riding westbound near SE 88th when he was struck from behind by 26-year old Derek Johnston, who was driving a small SUV. Harrington suffered non life-threatening injuries and was transported to a local hospital.
The police cited Johnston for following too close.[Read more…]
Portland Mayor Sam Adams led a press conference today to officially launch the Bureau of Transportation’s new High Crash Corridor Safety campaign. Standing under a newly unveiled banner that stretches all the way across SE Foster Road (one of the city’s most dangerous), Adams said, “This street functions in many ways like a freeway, but it’s not.”
The new “See Kids” banner, with the eyes of a small child staring down on traffic, is PBOT’s educational component of the new safety campaign that focuses on high speed arterials where there are a higher than average rate of fatal and injury crashes. “There are reasons why businesses use banners on busy streets like this,” Adams told the crowd, “Because it draws attention… and it works.” [Read more…]
