For the past few years, bicycle riders have found nails strewn about the northbound bike lane of Interstate Avenue between the Rose Quarter and Overlook Park. In late 2018, the City of Portland finally engaged on the issue when PBOT Commissioner Chloe Eudaly asked the Portland Police Bureau to look into it. They said it appears to be a deliberate act.
