General Position Summary
The Program Manager is responsible for managing the successful delivery of direct service programs including Bike Camp, after-school programs and community-based education programs. The Program Manager will report to the Program Director.

To effectively deliver programs in the community, the Program Manager will have the responsibility to develop and oversee collaborations with social service agencies that offer comprehensive employment programs; develop and coordinate direct service programs, conduct evaluations, write reports; recruit, hire, train and manage part-time instructors and other program staff; work closely with an array of diverse volunteers and program participants.

Responsibilities:
• Work to ensure across-the-board excellence in direct-service program delivery and management;
• Recruit, hire, train, and manage seasonal instructional staff.
• Promote a successful day camp bicycling program
• Oversee equipment procurement.
• Maintain strategic partnerships to ensure positive, productive collaboration to expand access to bicycling in Portland;
• Collaborate with the Program Director and development team to research, prepare proposals and write reports for government, foundation, and corporate funders.
• Compile evaluation data.
• We believe that fundraising is everyone’s job. There is an expectation that all employees will support fundraising activities.

Successful candidates will have experience teaching, be highly organized, have experience with bicycles, and enjoy working as part of a team.
Percentages of time listed below will adjust seasonally.

Bike Camp 65%
• Develop innovative and successful bike-related programs for children ages 6 to 17;
• Develop and implement a creative and strategic bike camp marketing plan;
• Recruit, hire, train, evaluate, and manage skilled program staff to implement programs;
• Manage delivery of Bike Camp including development of staffing schedules, route plans, registrant materials, and oversee day-to-day operations of Bike Camp;
• Organize and oversee Bike Camp registrations and scholarship opportunities, including on-line registration, scholarship applications, waitlists, cancellations, schedule changes, tracking, and reporting;
• Train Program Support Specialist to needs of day camp;
• Work closely with marketing and communications staff to create and execute a successful promotional plan;
• Develop and manage Bike Camp program budgets;
• Implement systems for tracking all direct-service program outcomes, registration, inventory, and supplies;
• Ensure Bike Camp policies and procedures meet local, state and federal guidelines;

Create a Communter (CAC) 25%
• Recruit, hire, train, and supervise a Create a Commuter Coordinator;
• Work with Create a Commuter Coordinator to ensure systems are in place to manage tracking program outcomes, budgets, registration, inventory, and supplies;
• Manage program delivery for CAC, including partnership development , recruitment of participants, development of lesson plans, curricula, reporting, and outreach materials;
• Manage logistics of bike delivery needs with the shop production team to ensure adequate numbers and varieties of bicycles and supplies for all programs;
• Develop, manage, and oversee CAC budgets;
• Maintain an active and engaged group of 8-15 social service partner agencies that will be capable of reaching approximately 100-180 adults annually;

Bike Club/After School programs 10%
• In conjunction with the Program Director, develop and maintain positive agency partnerships;
• Recruit, hire and train part-time staff to provide quality programs;
• Oversee the organization and delivery of all program supplies and inventory;
• Develop and manage systems for tracking program outcomes, budgets, registration, inventory, and supplies;
• Manage logistics of bike delivery needs with the shop production team to ensure adequate numbers and varieties of bicycles and supplies for all programs;

Qualifications:
• BA/BS degree in education, outdoor education, recreation, or related field; or equivalent experience.
• Two years experience teaching experiential education to both youth and adults in a health, transportation, environmental, or related education setting;
• Experience working with diverse cultures and communities of color;
• Minimum of two years experience in field of organized camping;
• Experience with developing strategic business plans;
• Ability to communicate effectively with parents, community agency representatives, and diverse populations over the phone, in writing and in person;
• Experience with program content development including but not limited to basic bicycle maintenance, safe riding skills;
• Computer skills: Proficiency in Microsoft Office suite (strong skills in Excel desired);
• Experience working with and motivating volunteers;

Requirements:
• Ability up to lift 30 pounds and walk up and down stairs carrying a bike.
• Ability to work a flexible schedule, including occasional weeknights and weekends.
• Background check required (Criminal record, driving record, and sexual offender registry)
• Valid Driver’s license.
• Access to reliable transportation.

REPORTS TO: Program Director

Pay rate & benefits
Status: Regular, Full-Time, exempt
Compensation: Salary: $31,200 – $34,000 DOE. Benefits include paid-time-off (PTO), health, dental, life, 401K and employee discounts at the Community Cycling Center’s Bike Shop.

Police looking for driver in northeast Portland hit-and-run

The Portland Police are looking for the driver in a hit-and-run that occurred near the intersection of NE 104th and Weidler Street at about 9:00 pm tonight.

According to a PPB statement, officers responded to a call of a collision involving a man on a bicycle. When they arrived they found 48-year-old Brian Lyons of Happy Valley suffering from non-life-threatening injuries.

“The bicyclist told police that he was riding his bike westbound on Weidler in the bike lane when a vehicle traveling westbound turned right into him, then continued northbound on 104th Avenue,” reads the statement.

Lyons was thrown up and over the hood and then slammed onto the ground. He was transported to the hospital for treatment.
