Under fire for wasteful spending, LaHood suspends overseas study program

After ABC News questioned spending on a trip to Europe by American bureaucrats to study outdoor advertising practices, U.S. Department of Transportation Secretary Ray LaHood has suspended all funding for the FHWA’s International Technology Scanning Program.
That program has funded many transportation policy-related trips over the years, including one that looked at European biking and walking safety and mobility practices in 2009.
In May 2009, 12 transportation experts visited five countries in Europe to glean lessons on how to improve biking and walking safety and mobility. Among the officials on the trip was Oregon’s former state traffic engineer Ed Fischer (now retired). We reported on that trip and linked to their final report, Pedestrian and Bicyclist Safety and Mobility in Europe back in September.
Portland-based Alta Bicycle Share eyes Bixi purchase
Alta Bicycle Share (a spin-off of Portland-based Alta Planning) that plans and manages bike-sharing systems, says they’d be interested in purchasing Montreal’s Public Bike System Company (PBSC) if it became available.
PBSC is the international company behind the “Bixi” bike-sharing system. According to the Montreal Gazette, it was set up to finance Bixi’s Montreal operations by selling bikes and other hardware to other countries (they visited Portland in August 2009). Recently, Bixi/PBSC have come under serious fire and, following a report by the Montreal auditor general that, “painted the entire arrangement as one rife with procedural and legal irregularities,” there is pressure to sell the international division.
Today, the Montreal Gazette reports that Alta Bicycle Share has come up as a potential buyer.
Sadness in the South: Mississippi crash spurs anger, activism

A story from Mississippi deserves everyone’s attention.
One month ago, a motor vehicle operator struck 57 year old Jan Morgan from behind as she pedaled her bike on a road south of Tupelo, Mississippi. According to the police dispatch log, Morgan was thrown up onto the windshield and then catapulted onto the ground after the driver realized what had happened.
Then, after the initial contact, the police log reads, “The driver exited the vehicle and observed the cyclist while talking on the phone. Then re-entered her vehicle and ran the cyclist over again before being forced from her vehicle by witnesses.”

Council passes carfree Ankeny ordinance; effective immediately – Updated

Portland City Council voted 5-0 this morning to grant a temporary permit that will turn one block of SW (between 2nd and 3rd Avenues) into a carfree street. The ordinance passed with an “emergency” clause which means it goes into effect immediately.
Businesses pushed for the plan and it got full support from PBOT. However, some concerns came to light from homeless advocates and Commissioner Amanda Fritz that delayed their plans.
On Monday, Fritz detailed changes she wanted to see in the proposal before she’d be willing to vote in favor of it. Specifically she wanted public seating to be installed, potentially a lane for pass-through bike traffic, and a report at the end of the pilot to assess how well it worked.

Bike Law 101: Careless biking
Many of us are aware that a person can be convicted of careless driving (ORS 811.135) for operating their motor vehicle in a manner that “endangers or would be likely to endanger any person or property.”
But did you realize that bicycle operators are also subject to this statute?
Familiarize yourself with the salient parts of the statute below (Note: This is the “vulnerable roadway users” statute, which was slightly modified this session):
