New options on the table for Foster streetscape plan

Detail of a newly proposed cross section.

Please welcome our new contributing writer, Tyler Pell. This is his first report.

The fourth Stakeholder Advisory Committee meeting for the Foster Streetscape Plan was held last week, with new proposals presented to the SAC as well as a redevelopment project known as the “Green Link.”

The “Foster freeway” as it’s locally known, has been due for safety improvements for many years. As we recently reported, a new streetscape plan is being drawn up and $3.25 million in safety improvements has already been obtained via federal grants and other funding sources. The City Council will adopt a new plan for Foster sometime in the next year, but the specific road design will depend on how the the stakeholder advisory committee is steered in the coming months (among the many proposals on the table is the Foster Road Bikeway plan).

Oregon’s State Scenic Bikeway program has really taken off in recent years. Routes have sprung up all over the state and they’re spurring economic development and providing people with great bike adventures. But so far, none of them are very close to Portland.

Now comes word from the Oregon Parks and Recreation Department that there’s a proposal on the table to designate a new scenic bikeway that would be relatively close to Portland and would begin just south of Hillsboro.

Person that rear-ended child trailer cited for careless driving

Buffered Bike Lane with a bike symbol and arrow pointing forward

The Portland Police Bureau have issued a citation to the person who was driving their car and failed to stop in time to avoid a man who was stopped in front of them on his bicycle. The man on the bike was pulling his son behind him in a child trailer and it was crumpled under the car’s bumper.

The collision happened on the evening of November 29th while a man on a bike was on SE 60th waiting at the red light on SE Division. Thankfully, the low-speed collision resulted in only minor cuts and bruises to both the man and his four year-old son. Even so, it has sparked a lively discussion about the safety of biking with children.
