Founded in 1970, Cascade Bicycle Club is a 14,000+ member nonprofit organization based in Seattle, Washington, dedicated to creating better communities through bicycling. Cascade envisions a community where bicycling is normal, safe and convenient for everyone.

Cascade is a local, regional and statewide leader in advocating for bicycle policy and infrastructure, producing world-class cycling events, educating youth and adult cyclists, offering 1400 free daily rides annually and promoting bicycle commuting. Cascade is directed by an elected volunteer board and operates with 32 paid staff and thousands of volunteers.

I. Overview

The Field Programs Manager will empower and mobilize Cascade members and constituents to advance our mission of creating better communities through bicycling in the Puget Sound region. The Field Programs Manager will identify, recruit and develop leaders from the community to be effective advocates for Cascade’s agenda, as well as serving as an advocate herself. The Field Programs Manager is a key member of Cascade’s Policy, Planning and Government Affairs Department team, working to advocate for better bicycle plans, policies, funding and projects.

Campaign, community or other organizing experience is an absolute necessity. An understanding of transportation and land use policy and funding is desirable.

II. Specific Responsibilities

-Identify and recruit volunteers to work on Cascade issue advocacy and political campaigns, and/or to participate in Cascade’s Advocacy Leadership Institute (ALI)
-Manage all aspects of ALI, including promotion of the program, the application process, curriculum development and workshop instruction
-Build a functional, efficient and effective structure for the empowerment of volunteer leaders in Seattle and around the region
-Mobilize and empower volunteer leaders to achieve the goals of Cascade’s advocacy and political campaigns
-Help educate volunteers and constituents on our positions and drive turnout to events (open houses, public meetings, hearings, phone banks, door canvasses)
-Use campaigns as an opportunity to develop leaders on our issues
-Work with Cascade staff and volunteers to identify local plans and projects that require community support for timely and effective implementation, and mobilize the community to voice support for those projects
-Raise awareness of critical bicycle advocacy issues through targeted emails and action alerts, Cascade’s blog and other forms of communication with members and constituents
-Manage databases of members and constituents while creating a ladder of engagement to track volunteer leadership development
-Assist Cascade’s Principal Planner with consulting work, plan and design review and other forms of technical assistance to municipalities and agencies
-Assist the Policy and Government Affairs Manager in executing political strategy and campaigns advancing pro-bike policies and candidates at the local, regional and state level
-Assist the Legislative Affairs Manager in mobilizing support for bicycle-friendly legislation and policies at the state level and in jurisdictions across the region
-Coordinate with allied organizations on city, county and state-wide campaigns
-Write and deliver testimony as needed
-Assist Cascade events staff with major events and rides as needed

Organizing, Networking and Coalition Building

-Ability to teach, empower and inspire others to be effective advocates
-Energetic and personable affect with members, volunteers and allies
-Ability to identify and recruit people to work on campaigns
-Ability to develop leaders within the bicycling movement
-Knowledge of databases and communications tools such as Salsa and Voter Activation Network
-Experience and proven leadership in developing and executing campaigns
-Demonstrated ability in strategic planning, political communications, and working with coalitions

Advocacy

-Demonstrated ability to work effectively with and lobby elected officials, governmental agencies, corporations, community leaders, community organizations, etc.
-Proficient in online communications and new media tools
-Strong skills in writing and delivering testimony
-Knowledge of transportation policy or related field
-Experience with electoral campaigns
-Ability to translate policies, plans and design into language understandable by the general public

Other

-Excellent organizational skills including ability to manage multiple projects and prioritize
-Commitment to bicycle advocacy and non-motorized transportation
-Ability and interest in working in a collaborative team environment
-Excellent written and verbal communication skills

IV. Employment Specifics

-Full-time salaried position with some evening and weekend work required
-Some travel around the Puget Sound region required
-Reports to and is supervised by the Director of Policy, Planning and Government Affairs
-Six-month probationary performance review by supervisor
-Annual performance reviews at hire date
-Monetary compensation commensurate with qualifications and experience; benefits package
