Rate of Pay: 35,000-$40,000

Executive Summary:
The Bicycle Transportation Alliance (BTA) is a non-profit membership organization with a mission to create healthy, sustainable communities by making bicycling safer, more convenient and more accessible in Oregon and SW Washington.

The Education Programs Manager is primarily responsible for managing the BTA’s bicycle and pedestrian safety education programs. The BTA offers education programs in Portland, and in other statewide communities including Ashland, Eugene, Corvallis, Albany and Salem. In Portland the BTA provides programs in public schools through a contract with the City of Portland as part of the City’s Safe Routes to School Program. The statewide program is partially funded by the Oregon Department of Transportation.

Responsibilities:
• Manage program deliverables; this includes evaluating and reporting on program status and achievements as required per contractual/grant agreements
• Manage, train, schedule and evaluate instructors in Portland and statewide
• Establish program goals; create or use existing tools to measure program successes
• Travel statewide to train and manage instructors, communicate with program partners, and identify opportunities for program growth in other Oregon communities
• Create and maintain program budgets; review and authorize budget expenditures; identify gaps and opportunities for funding, work closely with the Development staff to ensure fundraising goals and strategies are appropriately set
• Exemplify the skills and styles of best practice teaching methods and augment program capacity as needed
• Actively manage program liability by obtaining parent waivers and assessing programmatic risk and work closely with Finance & Human Resources to manage risk exposure
• Strategically increase the BTA’s programmatic efficiency, quality and reach to youth by managing on-going programs and implementing new, broader initiatives
• Work with other BTA programs, communications, and advocacy staff to share key contacts, communicate program successes, and to find opportunities that further the BTA’s mission
• Serve as a key member on the ad-hoc board Programs Committee internally, and represent the BTA at committees, forums, workshops and events to communicate and support Programs Department’s goals

Accountabilities:
• Expertise
Use experience in programs management to prioritize department goals and implement an integrated approach in meeting contract objectives while fulfilling organization’s mission.

• Organization and Planning
Plan and organize in order to effectively manage multiple essential tasks including program budgets, program schedules, supply logistics, volunteer management, and contractual reporting requirements.

• Team Management
Provide strong leadership and management to statewide instructors. Foster collaborative culture that engages, challenges, and supports team members in reaching performance goals. Create opportunities for statewide staff to actively engage in BTA work and effectively manage long-distance relationships.

• Relationship Building
Diplomatically take ownership of existing relationships both internally and externally while taking the initiative to identify new strategic partners to expand programs’ scope, advocacy reach, membership base, or other strategic objectives for the organization.

Requisite Experience:
• Bachelors Degree in child development, education, physical education, outdoor recreation, public health and/or related field preferred
• 2+ years experience in bicycle safety instruction, health education, physical education, outdoor recreation, public health, volunteer management and/or related field
• Ability to manage and execute contract management duties and participate effectively in grant application and request for proposal processes. This includes communicating effectively and clearly, both orally and in writing while tactfully negotiating and leveraging relationships to achieved set objectives
• Experience with the national Safe Routes to School movement a plus
• Exhibit a passion for bicycle transportation and/or an interest in creating livable, healthy and sustainable communities
