ORGANIZATIONAL OVERVIEW
We love Portland and bikes. So, we put our two loves together over 25 years ago, creating a nonprofit organization on a mission to broaden access to bicycling and its benefits.
Our vision is to help build a vibrant community where people of all backgrounds use bicycles to stay healthy and connected. We believe that all Portlanders—regardless of income or background—should have the opportunity to experience the joy, freedom and health benefits of bicycling. This is the motivation behind everything we do.
In addition to delivering dynamic programs that benefit underserved communities, we operate a full service bike shop in NE Portland that is staffed by highly experienced mechanics from diverse cycling backgrounds. Our programs and shop services combined help riders build their skills and confidence;
empower young people to ride to school and adults to ride to work; offer educational opportunities for teens to earn school credit; and support everyone in riding for health and recreation. We also collaborate with numerous community partners to generate pathways to employment and engagement within the growing bicycle movement by training new educators, leaders, advocates and mechanics.

JOB SUMMARY
The Program Director leads an enthusiastic and capable team of managers, coordinators, and instructors as they address individual and systemic barriers to bicycling. The Program Director and their team deliver engaging programming for community members of all ages through our Bike Camp, Bike Clubs,
community rides and events, STEM education, free repairs and more. The Program Director collaborates with an experienced operations team, a robust volunteer base, and a versatile development team to deliver on our organization’s mission.

ESSENTIAL FUNCTIONS
Program Design, Development, and Support 80%
• Center Diversity, Equity, Inclusion, and Justice in planning and execution of all of our programming
• Guide a culturally and socially responsive process for development of new programs and delivery of existing programs
• Lead budgeting and work planning process for the programs team
• Foster positive relationships with community leaders and organizational partners
• Provide clear guiding documents and philosophies for programs
• Manage and support the Program Managers who lead the youth programs, community programs, and volunteer and events departments
• Collaborate with our Development team to create operational guidelines and foster a culture of tracking and reporting data
• Develop strategic goals for all programs in support of the mission of Community Cycling Center
Organizational Leadership 20%
• Participate in organization-wide work planning and goal-setting
• Represent Programs on the Organization’s Leadership Team
• Develop, track, and adhere to a budget for each department.
• Collaborate with the Development team to ensure timely reporting for grants and contracts.
• Work with Communication and Development teams to identify fundraising needs and in-kind donation requests.
QUALIFICATIONS & CHARACTERISTICS
REQUIRED
• Demonstrated experience conceptualizing programs and translating concepts to successful proposals and budgets
• Master’s degree or equivalent experience (2+ years working in this field) in education, community health, or program development and evaluation
• At least three years’ experience successfully managing and mentoring staff
• Working knowledge of best practices in experiential education including but not limited to developmental stages of learning, inquiry-based learning, student-centered teaching, collaborative learning, and culturally-appropriate teaching
• Understanding and expertise in budgeting and budget tracking
• Working knowledge of evaluation methods and systems including but not limited to logic models, theories of change, quantitative and qualitative methods, and authentic assessment
• Exceptional communication. Ability to recognize opportunities and communicate effectively inside and outside the organization, particularly across cultures
• Personal commitment to and demonstrated success creating an inclusive and collaborative work environment
• High level of proficiency using Microsoft Office programs, constituent management databases, and time management platforms.
• Passion for engaging and supporting community
• Ability to ride a bicycle in order to observe and support programs and staff in action*
• Ability to lift up to 25 pounds of program materials and equipment to assist with events*

PREFERRED
• Fluency in one or more languages spoken in Portland’s communities (e.g., Spanish, Vietnamese,
Somali).
• CPR/First Aid training
• Diversity, Equity, and Inclusion trainings or LGBTIA+ Ally trainings
• Experience with workforce development
• Lived experience as a member of a marginalized community.
• Love of bikes!
