What's interesting to me about this is how the language so admonishes bicycle operators. I haven't seen any example of similar language to motor vehicle operators for a similar situation. Why? My hunch is it all comes down to the pervasive cultural bias around bicycling in America. On roads, bike riders are the unpredictable scofflaws who don't even pay their way, on paths, people on bikes are the aggressors who will mow down people on foot just for fun.
