There doesn't appear to be any connection between the motor and any wheels. And the wheel chair handles are on the ground. I second ramona's 'wtf'.

it's likely that the handles lift off the ground when the bike is mounted, in a sort of cantilever action. still though, not sure what the wheelchair's purpose is, unless it flips over for a passenger. wtf, indeed.

my final guess is that its missing a rear wheel, which would be necessary for the motor to work. this is probably just for the purpose of parking it.
