This happens a couple times on E Burnside, but only west-bound. If there's an intersection with a right turn lane, the bike lane ends. I always take the lane, but the light is usually red so speed is not an issue. Near my work in Gresham, there is a right turn lane but a marked bike lane across the right turn lane, sort of like on Hawthorne east bound, where the traffic exiting right to 99 crosses the bike path. I agree that these "hanging chads" need to be addressed, though.
