Default Blue Light?

Does anyone know what the blue light is for at the intersection of 42nd and East Burnside St.? There is one on the north and south side of the streets, and it's way bright.

It has something to do with the new bike/ped signal. The same question came up on the Shift email list a few weeks ago and here is the answer from someone at PDOT:

"The camera is part of data collection. It will disappear after data collection is done. The data are for the analysis of the new type of signal and its effectiveness."
