Tar on Interstate Ave

I just rode down Interstate Ave into town and there's tar coated gravel all over the road. I think it starts around Widmer and goes all the way to the Rose Quarter. It's kind of a mess. I rode one of my bikes without fenders this morning and it was kicking up and sticking to me. Avoid it if you can.
