I don't think it overtly has anything to do with safety... people get comfortable at a speed, and they tend to go that speed.

That's certainly true for sensible people like you and me Haven... but I bet there's a good percentage who drive beyond their comfort zone for the thrill -- or because of emotion like anger, drunkenness, competitiveness, etc.

With one hand on the wheel and the other holding their cell phone...
