Best route from Steel Bridge to Overlook?

I'm pondering the best route from the Steel Bridge, after getting off the Springwater Trail, to Overlook.

Interstate? Greeley? Vancouver/Williams?

I have an occasional 10.5 mile commute from Sellwood to St. Johns and that stretch is the only hair-raising part of the ride. I'd like to hear people's pros and cons for the various options.

I'd be heading north at around 7:00 am and coming back at around 3:15 pm, if that makes any difference.
