Default Truck fails to yield 26th and pacific

Today I was going to breakfast with a friend at katie obriens and we saw two women on bikes nearly get hit by a semi truck. The truck was hauling some sort of refrigerated gas but I did not see a company name nor was there a how am I driving number/phone number. He was stopped with his left hand turn signal on, and then just as the cyclists got to the intersection he decided to go ahead and turn left onto pacific and nearly turned into them as they came south on 26th. I think they might have been in the blind spot drivers refer to as the windshield. Maybe all trucks which require a CDL to drive them should also be required to have the how am I driving numbers.
