I rode part way through the new area a couple of days ago. Bridges are all in but a couple still have some finish work remaining. It looks like it should be open by the first of the year.

I rode it again on Saturday. They still had a construction fence panel at each end, but easy to get around. I think you are right that the bridges without railings are just low enough that they don't need one. The unfinished piece is the portion that goes around the eastern extension of the Beaverton Ops yard parking lot (south from the Scholls Ferry/Allen Blvd intersection and then west). This was still freshly packed gravel base, but no asphalt. You can avoid this by riding through the parking lot from the trail along the S side of Allen Blvd but you will have to carry your bike over the curb at each side.
