Rainmate Chaps

I've got a pair of the Rainmates... I don't get the spray coming up from below, but what I do get is rain running around them after a while. Eventually, while most of the rain will drip off the sides of the chaps, a little will start to run along the straps and get you wet. Loose pants make it worse, since they wrinkle out far enough to catch the other drips as well! The chaps are a nice addition, I think, for warm wet weather or carrying along for just-in-case since they'll roll up so small and they're easy to put on on the side of the road.
