so I have friends in Vancouver and I just gave them some bikes that we rebuilt to put back on the road...
he says that he doesn't have to wear a helmet because he's not in the city limit... so where exactly is the Vancouver helmet law in effect and enforceable? here's a map link for reference... |

It's a Vancouver city law so its jurisdiction is only the incorporated city limits. The UGB area is still under Clark County jurisdiction until it is annexed (usually there's a popular vote about annexations). I have heard that law is not strictly enforced, but voluntary compliance seems fairly high. Last year Van PD had an emphasis month for helmets in May or June. Fine is $50. |

I haven't heard anything, and I've been aware of previous ones. Seems like it usually gets kicked around for at least six months or more before the vote.
