I live within a mile or two of this crossing. From what I have seen its mainly used by Tri-met riders accessing the bus stops on either side of TVHWY. For people on bikes crossing going north it dumps them in a heavily travel residential area that is used as a cut through for those avoiding backups on TVHWY.
