Yep. It's old concrete, well worn and patched. It's OK if your tires are a little fatter than the norm.
Here's my route across East Vancouver:
right exit from I-205 bike path onto SE 23rd St.
right SE Ellsworth Rd. (up the hill!)
right SE 10th St.
becomes SE McGillivray Blvd
left SE Village Loop Rd.
becomes SE 20th St.
left SE 192nd
right SE 1st
becomes NW Lake Rd
becomes NW Everett/SR500
left NE14th Ave (SR500)
which puts you in downtown Camas. It's a little more complicated, but good pavement. Most of the roads have been put in in the last 4 or 5 years.
