Indeed, I've done Spring Hill a few times from/to Gaston and it is a great scenic route.

Looks like there is a Westside Rd. just west and south of Yamhill that takes you all the way to McMinnville.
It doesn't look particularly hilly.
I remember driving N. on 47 from McMinnville not long ago... I didn't see a lot of shoulder there!
