My wife came upon it just seconds after it happened. Witnesses were taking care of it so she continued on to work.

Sounds like you're making it out to be a LOT harder than it is. If you have a cross bike or a mountain bike you are totally fine. You just need some tread and enough tire volume to drop the pressure....

It's criminal.

And until we stop considering justice done just because the perpetrator feels bad, we will continue to see 40,000 people die on the roads each year.

I get the "no sirens" thing. But no lights?? No excuse.

Without sirens and lights he is a simple road user and was speeding and the result of the speeding was a death.

Are you using clipless pedals? Perhaps your cleat is too far forward.

Or your seat may be too high. First thing I'd do is address what may be causing this in the first place.

Then you move on to the solutions such as stretching etc.
