I would say that there is bike safety that needs to be taught, and it needs to be taught beginning in grade school. Teach kids how to ride, safely, and reinforce it each year.

You're probably best off in SE Portland. Brooklyn, Hawthorne, Woodstock areas are all nice. And a ride to downtown is 30 minutes tops.

I worry less about the tracks and find water drains to be much more dangerous. When riding in the dark they are much harder to see, no matter how good the lights I am using are.
