It's because of the Oaks Bottom Wildlife Area - no lights are allowed, because they disrupt the wildlife. The same is true after 3 Bridges where the Springwater passes through Tideman Johnson...

Hate to break it to you, but Crater Lake is in the middle of the mountain range, not the west side. It's much drier than the western faces of the Cascades. No argument on Dorena/Oakridge/Rainbow.
