Bike part margins are pretty much set by the manufacturers, meaning parts from shop to shop are not going to very much in cost. Labor, utilites, lease, in some cases a "great benefit package", etc.....

Unless posted, I believe it is legal to ride on the sidewalk in Portland. I don't think it is a good idea though, with all the people walking in the downtown area, it is an accident waiting to happen.

I have had good luck with gatorskins as well, your 4 seasons should actually grip a little better, but they aren't as durable for commuting. Going with the 25c's will help, many pros ride that size...
