Removing a headbadge

Anyone have advice for removing a headbadge before painting a frame?
I am restoring an old rod brake Raleigh and it has a nice, but weathered head badge that should be removed before I get it painted. There are 3 rivets holding it on. I think that drilling out the rivets is probably the only way to do it, but maybe someone else has a better idea. Maybe not even removing it at all (?)

Yep, drilling it out works. I've use a sharp-pointed punch to give the drill bit a place to start. Start with a smaller bit than you think you need at low speed and a straight drill!
