interesting short article on traffic congestion in paris. bikes and what it's done for them is on page 4.

maybe someone can back me up, or correct me on this: i seem to remember when i was younger, in downtown pdx, city planners had made a conscious decision to limit the number of parking spaces available to autos. the thinking of course is that if you can't park/have a hell of a time parking, you'll hopefully hop on the bus, or walk or bike. i haven't worked downtown for a good while now. it seems to me that traffic is completely retarded when i'm down there. i mean, too bad for all those suckers sitting in that traffic. boo hoo.

does anyone have any comments on that?
