It was almost three years to the day, May 20, 1899 to be exact, that another first was duly entered in the records.

Jacob German was a cab driver for the Electric Vehicle Co., one of New York's earliest cab companies. On this particular day in May, Jacob was traveling down Lexington Ave. at about 12 mies per hour, which was alfer described as breakneck speed. A mounted policeman, bicycle, spied poor old Jacob and decided the time had come to slow the pace of the world.

Jumping on his trusty two-wheeler the man in blue set off in hot pursuit of Jacob. After a breathtaking chase the long arm of the law overtook the Electric Vehicle Companie's cab number 1565.

Jacob was duly arrested, and booked into the jail at at the East 22nd Street Sataion House. He had earned his niche in history as being the first person to be arrested for speeding. (http://home.flash.net/~dralstin/stories/Wells-Thomas.html)
