The old 60/40 jackets were quite water repellent despite being 60% cotton. The cotton fibers would expand slightly when wet, tightening up the pores in the fabric.

I've always been a bit hesitant about ponchos however, because if it is windy, you become about as aerodynamic as a 4x8 sheet of plywood.
