Springwater Corridor Trail-High Crosswalk buttons

I rode out to Powell Butte with a friend where we had a lovely picnic lunch. She noticed that at certain street crossings, there are 2 crosswalk buttons: one at regular human height and one really high up!!

Is this for our Portland tall bike riders? :)

Who requested them? When did the city decide to install them? I'm all sorts of curious.

I'm pretty sure this is correct. The sides of the Springwater sometimes have bark dust/mulch covering them, which would make a good horse-walking surface.
