Riding Lessons

I have an 11 year old boy that can't ride. I've been unsuccessful in teaching him. Is there anywhere I can take him? Is there a shop that has riding lessons?

Have you tried the thing where you lower the seat to as low as it goes, remove the pedals, and propel yourself forward with your legs to learn balance?
