Can anyone suggest a good route from 99W/Barbur (heading toward downtown) to Willamette Park? Barbur --> Terwilliger --> Taylor's Ferry looks straightforward but I have no idea how riding TF would be on a Friday rush hour afternoon.

I would personally would avoid Taylor's Ferry here, because of auto traffic. Better, and more fun, is Fulton Park Blvd to Corbett. From Barbur, go past the I-5 Terwilliger bridge and turn right at the next signal. Continue downhill past the old Fulton Park School, over the freeway and north down Corbett Ave. until you reach a street that goes all the way through to Macadam. Then cut east, cross Macadam and find the entrance to the park (you may need to backtrack slightly here, but not by much).

Thanks for the advice. Is that first turn off Barbur SW Miles?

The portion of the above-described route going north on Corbett from the Fulton park area Corbett splits into 2 streets in this section both are quite steep and there are stop signs at the bottom.

Make sure brakes are in top-notch order.

Another route that entails some backtracking is to turn on Hamilton (stop light with Swan Mart), 2 blocks east to Corbett and then south to Nebraska, east to Park.

Correct. Once you turn at Miles, you'll see a church on your left and a playground approaching to your right. Then it's
Right on Brier Place and over the freeway
Left on Custer (no other options here)
Left on Corbett.
At the bottom of the hill Nebraska should take you through to the park. And, yes, good brakes are advised. I did say it would be, fun didn't I? :-)
